Zip ties. Seriously! You just need 2 of those really long heavy duty thick ones.
Put it into the hole through the front of the license plate, pull it through along the back of the license plate and back out through the bottom hole. Now take the ends of the zip ties and put one through the upper grill and the other one through the lower grill and then around the back of the bumper on the inside of the engine bay. The zip ties shouldn't touch anything except the back of the bumper as they're pretty stiff. Also put some insulation foam tape on the back of the license plate so that it won't scratch the bumper and will stay in place better.
All you should see form the zip ties is just little bits at the very top and bottom of the license plate, above and below the holes, the strip goes around the back of the license plate.
I've had it like this for over a year now without a problem.
