If you cannot change desktop background on your Windows 10 PC because the Desktop Background setting has been disabled, as shown in the following picture, you can tack the problem using the method illustrated by the steps below.

Step 1: Access the Local Group Policy Editor.
Step 2: Find and open the setting named "Prevent changing desktop background".
FYR, in User Configuration/Administrative Templates/Control Panel/Personalization, you can locate the setting. And then open it with double clicks.
Step 3: Have this setting disabled.
Choose Disabled and tap OK in the setting's window.
Tip: If you make this setting non-configured, you can realize the same aim. That is, select Not Configured and click OK in the above window.

So my workplace has an incredibly annoying policy of overriding the User Group Policy settings on our work PCs( Surface Pro 4, Windows 10 Pro 64-bit) and one of the settings they disable is the ability to change the wallpaper. I’d love to be able to override this but I’ve been smacked down at every avenue due to admin settings / permissions and the like.
Things I’ve tried so far:
Manually attempting to change wallpaper via file explorer and Personalisation settings (nothing happens)
Accessing User Group Policy settings (lack of permissions)
Accessing the registry to delete the relevant Wallpaper key (access denied again)
Installing Steam to access Wallpaper Engine (installer blocked by admin settings)
Can any of you fine folks suggest any other avenues, or am I doomed to a lifetime of corporate misery every time I log in?
EDIT: Whew! Lots of judgment being passed on here by folks. Remember the query in hand here guys - I was looking for suggestions rather than your personal opinion. Cheers to everyone who provided some great constructive suggestions - I’ll see if I can get one of them to work.
As an aside, if your workplace would really fire you for fiddling around with wallpaper settings, however hidden/secured... I’m awfully glad I don’t work there.

Have you tried different methods of changing the desktop background to no avail? The option to change desktop background image is greyed out? You can select the background picture but the desktop still doesn’t show it? In this tutorial we’ll show you 2 ways to fix the problem “Cannot change desktop background on Windows 10”.
Method 1: Using Group Policy
- Open the Local Group Policy Editor in Windows 10.
- Navigate to User
Configuration -> Administrative Templates -> Control Panel -> Personalization. In the right pane, find the policy Prevent changing desktop background and double-click on it.
